Guangzhou offers housing, cash incentives to young professionals

Guangzhou rolled out a comprehensive package of incentives covering housing, financial support and entrepreneurship to attract young professionals during a recruitment fair held on March 15-16.
At the heart of the initiative is a five-pillar framework spanning housing, employment, entrepreneurship, mobility and long-term family support, designed to help young talent settle and build careers in the city.
Li Minghua, deputy director of the Guangzhou municipal human resources and social security bureau, submitted a proposal during the 2026 Guangzhou two sessions in January, recommending that Guangzhou systematically establish a full-cycle support system for the development of youth, making the building of a youth-friendly city a core part of its talent strategy, so as to more effectively retain talent and bolster the city's high-quality development.
Li stressed that building a youth-friendly city requires "full-cycle" support — from employment and entrepreneurship to their children's schooling — so that young people can feel a genuine sense of belonging.
The city has built a total of 660,000 units of public rental housing, government-subsidized rental housing and sales-type government-subsidized housing. Young professionals working in Guangzhou are eligible to apply to rent or purchase these homes. Graduates with a full-time undergraduate degree or higher can apply for household registration in Guangzhou without any quota restrictions, with the entire process handled online and featuring smart "instant approval".

Guangzhou has implemented a comprehensive support framework aimed at attracting and retaining skilled talent. A notable feature is the full-cycle support system, offering fresh graduates up to seven days of free accommodation and access to more than 10,000 subsidized talent apartments. The city also expands its inventory of public and affordable housing, making it accessible to eligible applicants for both renting and purchasing. In addition, university graduates with bachelor's degrees or above can apply for household registration through a streamlined online system with no quota restrictions.
In terms of financial support, Guangzhou demonstrates a robust commitment through various incentives. Postdoctoral researchers are eligible for research funding and living allowances, while doctoral graduates can receive settlement subsidies ranging from 100,000 to 200,000 yuan ($14,470-28,940). Master's and bachelor's degree holders may also qualify for additional living subsidies provided by district governments, easing the financial burden of starting a career.
To enhance the entrepreneurial ecosystem, the city has introduced a range of startup support measures, including one-off subsidies, rental assistance and loan interest discounts. Government agencies also provide integrated services such as training, project matchmaking and policy consultation.
By aligning career opportunities with long-term support in education and healthcare, Guangzhou aims to position itself as a leading destination for young professionals in search of both dynamic opportunities and long-term stability.
Baiyun's latest talent push is seeing impressive momentum. The district's "6+6+X" modern industrial cluster exceeded 700 billion yuan ($102.91 billion) in scale in 2025, with GDP surpassing 330 billion yuan, while economic growth ranked among the city's highest. Major platforms – including Huawei's Guangzhou R&D Center and the National Energy Storage Innovation Center – have been established, accelerating the concentration of innovation resources.
