Baiyun unveils new policy to support AI industry
Baiyun district of Guangzhou unveiled a new robust policy on April 1 to accelerate the high-quality development of its artificial intelligence and data industries.
Focusing on seven key areas – computing power, data, algorithms, industry, scenarios, talent and technology – the new policy offers considerable financial incentives, with individual grants reaching up to 10 million yuan ($1.45 million).

For enterprises purchasing intelligent computing power for large model training, intelligent agent development and data annotation activities, those with annual expenditures exceeding 1 million yuan will receive "computing power vouchers" covering 10 percent of their costs. For one-person companies and other AI-related small and micro-sized startups, the subsidy percentage will be increased to 15 percent, with a total annual subsidy cap of 10 million yuan.
Furthermore, the policy promotes the transformation of data value by rewarding data annotation firms and high-quality datasets. It also offers "data vouchers" to help reduce transaction fees. In a bid to foster algorithm innovation, companies that achieve significant milestones in generative AI and deep synthesis services can receive up to 1 million yuan in support.
The district also supports AI public service platforms and has established a special initiative to address key AI technical challenges, providing up to 10 million yuan in funding for successful projects.
Baiyun district is committed to building a dynamic AI industry ecosystem by supporting AI incubators and industrial parks, particularly for the OPCs, and encouraging the creation of AI demonstration scenarios across various sectors.
